Special tool needed to replace heater core 1995 ford F-150?

A small repair shop I use for all my repairs tried to replace my heater core on my 1995 Ford F-150 pickup truck, the cable controlling heater door needs a special tool D91T-18532-A and we can not find or ford dealers will not sale us tool. Need way around this or way of getting tool. It releases the cable so the core can be removed and replaced.

I always use a couple of small screwdrivers, and/or a cotter pin hook.
